ISQua EEA recommends that policymakers rely on accreditation programmes that:

  • Use standards that are accredited by ISQua EEA or are set by a legally authorised body.
  • Are delivered by an organisation with ISQua EEA organisational accreditation.
  • Use surveyors who are trained by a surveyor training programme accredited by ISQua EEA.

It should be noted that ISQua EEA accreditation of external evaluation organisations can only be achieved based on demonstrated actual operations, not by newly established organisations that have not been operational for a sufficient amount of time to demonstrate their competence.

If policymakers decide to establish a new accreditation body, ISQua EEA recommends that they should plan from the outset to be assessed against the International Accreditation Programme (IAP) Organisational Standards as soon as possible.
